Court in Moscow fined Twitch 61.7 million rubles

A world judge in Moscow has imposed a fine of more than 61 million rubles on video streaming service Twitch. The grounds were violation of the rules of foreign companies’ activities in the Internet on the territory of Russia. This was reported in the press service of the Tagansky court.

Details of the case

According to the ruling of judicial district #422 of Tagansky district, Twitch Interactive, Inc. was found guilty under part 2 of article 13.49 of the Code of Administrative Offenses of the Russian Federation. The fine amounted to 61,747,992 roubles 60 kopecks.

The court’s decision specifies that the offense is related to the failure to fulfill the obligations stipulated by Russian law for foreign Internet resources. The essence of the offense is not specifically disclosed.

Twitch has previously been held administratively liable. In December 2024, the company was fined 4 million rubles for refusing to comply with Roskomnadzor’s order.

Reaction to the court decision

Anton Nemkin, a member of the State Duma’s Information Policy Committee and coordinator of the Digital Russia party project, said that the fine reflects the state’s principled position:

“Twitch has repeatedly violated the requirements of Russian law. The new fine is a signal to all companies: ignoring the regulator’s orders is becoming more and more expensive. It’s not just about punishment, but also about building civilized rules of work on the digital market.”

According to the deputy, the state is not interested in bans, but in observing uniform rules and ensuring the safety of users. Nemkin emphasized that for the company itself, this should be an incentive to dialog with Russian authorities:

The government is not interested in bans, but in enforcing uniform rules and ensuring the safety of users.

“Fulfilling the basic requirements of the legislation will allow Twitch to maintain and develop its audience in Russia. Otherwise, the service risks losing the trust of both users and partners.”

Representatives from Twitch have not yet responded to editorial questions.
