State Duma initiates mandatory installation of RuStore on Apple devices

The Russian State Duma plans to consider a bill requiring Apple to allow the installation of the Russian RuStore app store on devices such as the iPhone and iPad. The first reading of the document is scheduled for Tuesday, November 12, 2024.

According to sources in the State Duma, the bill envisions amendments to the law “On Consumer Rights Protection.” The initiative aims to ensure that users can install and update apps via RuStore, as well as make payments within those apps. In addition, it is planned to prohibit any restrictions on the installation of Russian applications or RuStore itself on Apple devices.

The Russian government had previously supported the bill in September 2024, subject to its finalization taking into account comments. Anton Gorelkin, deputy chairman of the Duma’s Information Policy Committee, said he hoped the law would be passed in all three readings by the end of the year.

If the bill is approved, it will take effect on September 1, 2025, giving Apple time to adapt its devices to the new requirements. This will allow Russian users to install up-to-date apps without depending on the policies of foreign corporations.
