Mincifra denied that messenger Max is mandatory for e-signatures

The Ministry of Digital Development of the Russian Federation has commented on the information that appeared in the media about the allegedly mandatory use of messenger Max for signing electronic documents. The ministry emphasizes that the statement that it will be impossible to obtain an electronic signature without a national messenger is not true.

Signing is still done in “State Key”

Minzifra clarifies that the current tool for signing electronic documents remains the Goskluch app. The new law, which goes into effect on June 24, 2025, does not restrict users from choosing other certified services – including those with tokens and physical media. The MAX messenger, according to the wording of the law, can be used as part of the infrastructure for notifications but is not required to be directly signed.

What the amendments to the law are about

The reason for the clarification was a report by RBC, which said that all documents for signature will now supposedly be sent only to the MAX messenger chat room. Mincifra emphasized: the law is talking about “seamless interaction” between State Key and the national messenger. This means that, for example, telecom operators will be able to send contracts to customers directly into the chat room, rather than through third-party channels. But the signing process itself remains in Goskluch.

For citizens, nothing changes

Documents received through Public Services will be sent directly to State Key for signature, as before. MAX may act as an additional method of notification, but is not a mandatory or exclusive channel. Also, the law does not cancel the possibility to use departmental platforms and other means of ES, if they meet the requirements of the legislation.

Market Reaction

Industry representatives said they cannot yet estimate the timeframe and costs of integrating the new mechanisms. The reason is the lack of bylaws and technical documentation. Participants note that it is critical for business users to retain familiar and proven signing channels.
